Essay

In the dissertation is made the theoretical and methodological substantiation of the mechanisms of management of the development of the service state. The conceptual foundations of the development of a service state were elaborated, which allowed developing a categorical field of the theory of public administration and administration through the systematic interpretation and authorial interpretation of the concepts: “Service state”; “Service-oriented power”; “Signs of a service state”; “Public service”. The methodological foundations of the management of the service state development are defined. It is proved that the basis of the normative component of the proposed methodology in the context of ensuring the effectiveness and efficiency of government relations in the state are the principles of subjectivity, which are necessary for constructing the content and development of mechanisms for managing the development of a service state, defining the main criteria, structure, and dynamics, complex exposure and instrumentation. On the basis of a subject-oriented approach, a multi-level system of principles of servicing was formed to introduce the subjective parity of public power relations in the Ukrainian state. It is determined that the motivation for improving and improving the efficiency of the functioning of public authorities is: introduction of a transparent system of public audit of the quality of public service delivery; optimization of internal processes of creating a system of quality control of public services in accordance with the identified risks of the activities of public authorities in the provision of public services.
