Panchenko O. Government control of the information security in the era of turbulence.

Object of research: the system for ensuring information security of the state. Purpose: development and substantiation of the theoretical and methodological foundations of public administration in the field of ensuring information security of society and the individual in conditions of turbulence as a component of the national security of Ukraine. Methods: theoretical and methodological analysis; institutional method, comparative retrospective analysis and abstraction; psychodiagnostic methods; analysis of empirical and statistical information; induction method; deduction method; systemic method, axiological. Results: a comprehensive study of the information security of an individual, society, state institutions was systematized, and in the development of theoretical and practical ways to improve the strategy of state management of information security in conditions of turbulent challenges. Novelty: developed and scientifically substantiated conceptual foundations for improving the system of public administration of information security as the basis for its functioning in conditions of turbulence; a methodological basis for ensuring information security of the state was formed as the basis for its functioning; a model has been developed for the formation of a public administration system in the field of information security of a child to improve the situation of children and improve their protection; an integrated approach to defining a strategy for the development of an information security system in the context of globalization is proposed. Improved priority management mechanisms and destructive factors of the information environment in a state of turbulence; organizational and methodological provision of the professional personnel component with tools and safety devices for mental disorders when using information attacks and other information and psychological influences; a model for maintaining the equilibrium state of a dynamic information security system. It received further development: directions of ensuring national security while objectifying the danger of damage in the form of violence both at the personal level and at the state level; conceptual and categorical apparatus in the context of the scientific field of public administration; theoretical substantiation of the role of public authorities in the implementation of security policy in the management sphere of information activities within the framework of public administration and in improving the organization of the system of high-quality training of specialists in the field of information security, development of organizational and technical measures to protect information.
