Essay

Object of research: state educational policy. Purpose: scientific substantiation and deepening of theoretical and methodological bases of formation and realization of the state policy in the field of pedagogical education of Ukraine. Methods: decomposition method; abstract-logical method; method of analysis and synthesis; method of retrospective analysis; synthesis method; determinant method of analysis; expert survey method; program-target and indicative planning. Results: the actual scientific problem in the field of public administration concerning the substantiation of theoretical and methodological bases of formation and realization of the state policy in the field of pedagogical education of Ukraine is solved. Novelty: methodological bases of application of Foresight-forecast of development of branch of pedagogical education from the point of view of system process which is connected with the coordinated expert estimation of strategic prospects of formation of the state policy in the field of pedagogical education and which is a basis for decision-making in the medium and long term taking into account several possible scenarios; developed and scientifically substantiated a conceptual model of the mechanism of formation and implementation of state policy in the field of pedagogical education, which is a three-circuit structure, each contour of which is supported by certain mechanisms of public administration; proposed alternative guidelines for public policy in the field of pedagogical education in the context of globalization, based on a classified complex of modernization of public policy in the field of pedagogical education as a tool for forming the collective mind of the state to combat its educational dementia; improved: periodization of formation and development of state policy in the field of pedagogical education; substantiation of the content of methodological principles of formation and implementation of the evidentiary state policy in the field of pedagogical education; conceptual characteristics of implementation mechanisms and tools for assessing the effectiveness of teacher training policy, which are grouped by regulation and combined into two groups, including a system of basic mechanisms and an independent group of mechanisms for implementing measures to develop the system of pedagogical education; received further development: the essential characteristics of the system of pedagogical education as an object of state regulation; content-categorical base of public administration by clarifying the essence of the concepts "state policy in the field of pedagogical education" and "mechanism of public administration of pedagogical education"; methodical provisions of the structural-target analysis of risks and procedures of their management in the course of formation and realization of the evidentiary state policy in the field of pedagogical education. Implemented in the activities of: the Department of Education and Science, Youth and Sports of the Kherson Regional State Administration; Department of Education and Science of the Lviv Regional State Administration; Kharkiv Regional State Administration; Kherson Regional State Administration.
