Kopanchuk V. State policy in the sphere of national security and public order

Object of research: the process of formation and implementation of state policy in the field of national security and public order protection in modern conditions. Purpose: development of the theoretical and methodological foundations of the state management analysis of the essence and features of the formation and implementation of state policy in the field of national security and the protection of public order in Ukraine. Methods: analysis and synthesis, inductive and deductive cognition, logical modeling, logical-semantic, comparative analysis, analysis and synthesis, system-analytical, observation and theoretical generalization, heuristic method, methods of statistical analysis, abstract-logical. Results: an urgent scientific problem in the field of public administration science was solved by theoretical and methodological substantiation and the development of practical recommendations for the development of state policy in the field of national security and public order. Novelty: for the first time in modern Ukrainian science of public administration a systematic and comprehensive study was conducted to substantiate the conceptual foundations of public policy to ensure national security and protection of public order in risk-oriented conditions of the new world and new social constraints, taking into account global threats and challenges; a strategically-oriented model of formation of the state system of management of national security and protection of public order is offered; Improved: methodological approach to improving state policy in the field of national security and public order; practical approach to modernization of the state system of national security and protection of public order in Ukraine; methodological approach to the basics and species classification of public administration of national security and protection of public order; the concept of "security", which is considered as a specific feature of the security of the social subject; received further development: ways to transform the system of public security management of socio-economic systems; directions of formation and implementation of state policy in the field of national security and protection of public order in the context of globalization; substantiation of the "integration approach" to the definition of state policy in the field of national security and protection of public order; the concept of state management of national security in the context of its consideration from the standpoint of the state and conditions of protection of vital interests of the individual, society and the state.
