The thesis presents a theoretical generalization and offers an original approach to solve an important scientific, practical and political problem, which lays in the theoretical and methodological justification of the formation and development of state regulation mechanisms of employment and labor market in Ukraine in the system of socio-economic relations (regularities, factors and principles of the functioning are defined) and development of practical recommendations to improve the specified mechanisms in the conditions of increased social and political threats to the Ukrainian state formation.
The system approach of the labor market state regulation is substantiated, which differs by the author's classification of objective and subjective, external and internal factors of labor market development (spiritual, demographic, economic, political, legal, social, environmental, technical and technological) and takes into account specifics of the object of labor market management, changes in its content, form and results, determining goals, management functions, changes in external and internal factors of labor market development under the influence of the state.
It is determined that employment is the main object of state regulation in the labor market, which covers the system of socio-economic relations to attract the human potential of the country to work. Recommendations for new forms of regulation of socio-economic relations in the labor market and the development of interaction between government and business structures in the field of employment and labor market were developed, based on network-institutional line of socio-economic relations and social partnership of stakeholders and all interested parties.
A three-component model of employment and labor market state regulation in Ukraine is offered – as a synergetic unity of measures and actions of public authorities, the State Employment Service and the State Labor Service of Ukraine to ensure: 1) policy of labor demand; 2) policies to ensure a balanced impact on labor supply and demand; 3) policies to form a culture of labor supply.
A conceptual model of a service-oriented mechanism to improve the state control and incentives in the field of employment has been developed, which differs by the author's development of a digital application to the state digital portal "Diia" in the form of an online service "E-robota" as a comprehensive automated program with enhanced functionality to improve employment of job seekers by combining needs, proposals and demand for labor from government agencies, Ukrainian citizens, employers and other stakeholders and interested parties.
The urgent problems and key trends of the current state of employment and the labor market in Ukraine are highlighted, on the basis of which a number of key measures are proposed for further improvement the mechanisms of state regulation of employment and the labor market in Ukraine.
