Khmyrov I. Public administration of the e-learning development in Ukraine.

Object of research: state management of distance education. Purpose: theoretical and methodological substantiation and development of practical recommendations for optimizing the directions of public administration of the development of distance education in Ukraine. Methods: systematic approach, hypothetical-deductive method of forming the methodology of dissertation research, deductive proof of the proposed research hypothesis, structural-functional analysis, comparative methods, statistical, predictive, theoretical and conceptual. Results: an urgent scientific problem of theoretical and methodological substantiation and the development of practical recommendations for optimizing state management of the development of distance education in Ukraine was solved. Novelty: formulated and scientifically substantiated functional-target model of mechanisms of state management of the development of distance higher education and the direction of its implementation through the procedure of socio-economic assessment of the effect of development of distance learning; developed a multi-criteria approach to assessing the effectiveness of mechanisms for the formation of innovative systems for the development of distance learning; carried out a content analysis of the state management of the development of distance learning in the HEI of Ukraine and determined socio-economic assessments of the demand for distance learning based on an integrated approach; improved: approaches to improving the organizational mechanism of state management of the introduction of distance learning; directions of development of human resources of distance higher education in Ukraine through the proposed system of recommendations for the intensification of the educational process; modern directions of modernization of the regulatory and organizational mechanisms of state management of the development of distance learning through the formation of strategic needs in education; received further development: the main indicators of the effectiveness of higher education in the context of the development of the information society as an integral system of principles for the effective functioning of the structures of distance education; systematization of theoretical and methodological tools of foreign experience in state management of the development of distance higher education; directions of public administration in the provision of educational services in the context of the development of the information society on the basis of new organizational forms in distance learning. Implemented in the activities of: the Department of Education of the Kharkiv City Council, the Department of Education and Humanitarian Policy of the Cherkasy City Council, Kharkiv National University named after V.N. Karazin. Areas of use: public administration, local government and self-government, public organizations.
