The dissertation is devoted to the solution of an important scientific and technical
problem of improving the efficiency and quality of management of higher education
institutions on the basis of development and use of value-oriented value-oriented
information technology for the management of free economic development.
The model of vector paradigm of management of information and product projects
as the projects underlying development of educational environments is offered.
Formalized models of measurements and objects of design and technological space, which
reflect different assessment categories of chains of creation and migration of values of
educational environments, and characterize the movement of objects of this space, which
allows to develop a mathematical model of educational environment management. A
mathematical model for managing the development of educational environments has been
developed, the originality of which is ensured by the representation of the essences of
projects, products, tools and subjects of educational environments as objects of design and
technological space. A conceptual model of chain value-oriented management of
educational environments is proposed, which includes components: organization of its
objects and processes, value creation and migration chains, technology, interactions,
interests, problems, which allows to systematize information in educational environments.
The conceptual space of researches is offered that allowed to systematize and
formalize process of reduction to features of educational environments and inclusion in
methodology of design and technological management of concepts, definitions, concepts.
The classification of IT projects in educational environments is made, which differs from
traditional features that reflect the measurement of design and technological space and
allows to structure the components of multisystem development management in
organizations working in the educational sphere of Ukraine.
Mathematical models for estimating the magnitude of vector similarity at significant
time intervals, as well as estimating the magnitude of the proximity of vectors given by
qualitative categories, based on a multidimensional reversible scheme for estimating the
coordinates of these categories, which allows to develop a method of grouping objects of
design space by multisystem components. A method of grouping objects of design and
technological space has been developed so that the distance between the vectors of objects
included in one group was minimal, which differs from other models of calculating
distances between qualitative categories of projects, which allows to optimize multisystem
management of these environments. .
A set of methods for planning the volume of educational work is proposed, which
form a new approach to the management of the educational process and provide direct and
reverse directions for the calculation of curricula, contingent, teaching load of teachers and
classroom. A method for determining the most probable values of unknown coordinates of
objects in the expansion of the Design and Technological Space by the coordinates of
given measurements, which, unlike the known ones, is based on a combination of vector
algebra and expert methods and provides high-quality prediction of object coordinates in
the technological space. A three-level conceptual model of higher education institutions
processes has been developed, which allows to allocate the component of planning and
monitoring of educational work volumes into a separate information technology, which is
focused on creating a high-quality information resource for the educational process
management system.
Collectively, the obtained results form a theoretical and instrumental basis of a chain
value-oriented information technology for managing the development of higher education
institutions. The practical significance of the obtained results. The conducted researches allowed
to create a new value-oriented information technology of development management of
educational environments as a basis for development management systems in
organizations of the educational sphere of Ukraine.
