The dissertation considers theoretical and practical approaches to the development of regional economic systems on an innovative basis, identifies features of evolution and trends of innovative modernization of the regional economic system, proposes a method of forming a regional innovation system that in contrast combines self-organization, market freedom and state freedom.
A methodical approach to the formation of a regional innovation system is formulated, which is to use the potential of self-organization, complex interdependence and interdependence of economic, political and social factors, positive and negative feedback, which lead to increasing dynamism and nonlinearity of regional economic system, to ensure the predominance of the capacity of information, energy and material channels of positive feedback over the capacity of the respective channels of negative feedback, which is an imperative of innovative development for the region's economy.
A methodical approach to assessing the effectiveness of innovation in regional economic systems is proposed, which clearly traces the relationship of factors influencing innovation in the economic system and the work of experts to determine the importance of these factors, which allows systematic research of innovation in the regional economic system.
