The concepts and theories that were the conceptual basis for the study of resourcing the sustainable development of the region are following: theory of systems, sustainable development concept, the theory of the location of the productive forces, the concept of efficient using of resources, the theory of circular economy, the theory of territorial division of labour, concepts of blue economy and clean production, the theory of regional specialization, neo-institutional theory, entrepreneurial theory et al.
It allowed defining the modern region as an open system, the unity of which ensured by several factors (geographical, political, social and economic). Its composition characterized by a wide range of elements (including regional institutions). They acquire new qualities and characteristics due to the constant interference and interaction and cause qualitative changes in the system. Other features of the regional system are self-reproduction capability, purposefulness and dependence of its functioning and development on the composition and completeness of resource provision.
The conceptual apparatus of the regional economy supplemented by clarifying the term "regional economy resources". Regional economy resources are a set of structured sources and preconditions localized in the region, providing production, distribution, exchange and consumption of material and spiritual goods and services under existing economic, technological, political, social conditions and relationships.
The scarcity is a significant characteristic of resources. That is one of the main criteria for the functioning of any economic system. According to the outcome of critical analysis of scientific approaches to the classification of resources, the 3-level grouping of the region's resources made. The first level used six benchmarks: reproducibility, interchangeability, primacy, localization, role in the economic process, origin.
According to the last criterion, 29 types of resources identified: eight at the first level, 19 at the second level and two at the third level. Also, first-level resources grouped due to the ninth criteria - the nature of their involvement in sustainable development. 1) Active, which initiates management decisions (political and organizational-managerial. 2) Resources that provide regional flows (financial and information). 3) Passive (logistical, natural, raw materials, energy, human).
The innovative concept of resource provision for sustainable development of the region elaborated firstly. It includes theoretical approaches, conceptions, means of implementation and ways to achieve goals based on the resource concept principles, systems approach, theories of long-term technical and economic development, operations research and innovation management. This concept contains the strategy of resourcing the sustainable development and substantiates view for ensuring competitive advantages and sustainable development of the regional economic complex. It has to done using system and process approaches, mathematical modelling tools and creation and updating of the organizational competencies.
The marketing-mix modelling made based on the marketing approach. It consists of the methodological tools of 5P-modeling at the regional level, taking into account existing resource provision, stakeholders interests and regional strategic targets. The additional classification of model elements following the selected target groups of influence proposed. The identification of qualitative and quantitative factors made.
These factors characterize the regional strategies (product, pricing, placement, distribution, promotion, development of human resources) due to the main groups of stakeholders (population, business, government, external investors). The methodological tools of forecasting, assessment and management of stakeholders conflicts regarding the regional resourcing elaborated. It features are an adaptation of the conflict-of-interest matrix (the nano instrument of & conflict theory) to the regional level. It allows structuring the regional strategic initiatives and choose the most appropriate management tools based on the situational approach.
The organization-and-economic framework for realizing the sustainable development concept on the regional level elaborated. It reflects administrative processes of regional development, integrates a complex of regional factors and allows effective management of a regional resource base.
The theoretical and methodical generalization done in the dissertation. The significant scientific problem on the formation of conceptual tasks of resource maintenance of sustainable development of the region in the conditions of globalization using the proved and effective techniques, tools, practical elaborations and recommendations on realization on their basis of the strategy of sustainable regional development is solved.
