Essay

Based on a comprehensive multi-paradigm approach, the thesis suggests new scientific and practical results of solving a scientific problem relevant for the field of science «Public Administration», concerning the theoretical and methodological grounding of the socio- humanitarian bases for the formation and implementation of state policy in the tourism industry in Ukraine and the development of practical recommendations for their fulfillment. Within the framework of the conducted structural and functional discourse of the social and humanitarian components of the tourism sector, theoretical and methodological analysis of the goals, tasks, functions, principles, tools, mechanisms of state policy in the tourism industry, it is proposed to consider it from the standpoint of a comprehensive socio- humanitarian approach, based on the allocation and application of tourist-oriented humanitarian values and social dimensions of the implementation of the rights and freedoms of Homo viators – traveling people, and provided by state authorities, local self-government bodies, business, and public representatives, on the basis of partnership. The study describes the theoretical and practical content of the socio-humanitarian bases for the formation and implementation of state policy in the tourism industry, related to ensuring the interests of consumers and tourist services providers, their conscious patriotic attitude to the history, traditions, cultural heritage of the Ukrainian people and gaining experience in organizing and using a nationally oriented humanistic, ecological, tolerant, socially responsible, safe travel culture in Ukraine. It suggests using a comprehensive socio-humanitarian approach to the analysis and application of mechanisms for implementing state policy in the tourism industry at all management levels, combining regulatory, functional and organizational, program-target, financial and economic, socio-psychological, and marketing mechanisms. The thesis outlines and describes the functional and organizational structure of the system of formation and implementation of state policy in the tourism industry at the national, regional, and local levels with the involvement of institutions of legislative and executive branches of the government, local self-government bodies, united territorial communities – subjects of its development and implementation. The study formulates the conceptual provisions of the development and use of the tourism portfolio of an element of intangible cultural heritage as a social product that generates value resources for the development of the territory in the context of decentralization on the basis of sustainable development. The study suggests implementation of the state policy in the field of promotion of intangible cultural heritage in cooperation with all stakeholders to the agent of influence on intangible cultural heritage in the tourism industry as an independent expert, that will accompany all issues of organizational, technological, mass media, marketing support for the development and promotion of a tourism portfolio. It also develops and substantiates the draft concept of the national model of formation and implementation of state policy in the tourism industry in Ukraine (based on the principles of socio-humanitarian development), based on the development of humanitarian, social, institutional, marketing, economic, digitalization paradigms of formation and implementation of state policy in the national tourism industry on socio-humanitarian principles, and covers the ideological, strategic, technological vectors of its fulfillment in the context of the development of the economy of impressions. It is recommended to introduce a new specialty «Socio-humanitarian bases of state policy in the tourism industry in Ukraine» for Masters students of Public Administration in the institutions of the National Academy of Public Administration under the President of Ukraine. The study gives the grounds for the expediency of applying the marketing paradigm for the development of domestic tourism, which is recommended to be implemented as a nationally oriented process of management and development of the territory, combining legal, political, institutional, economic, social, mass media, communication and personnel components of tourist promotion of the territory. In particular, these are the basis for optimizing the marketing mechanism of the national policy of non-commercial (state) marketing and the introduction of tools for state social marketing in the tourism industry.
