Essay

The dissertation provides a logical and systematic analysis of the formation and development of state-civil communication as an object of scientific research in Ukraine. The peculiarities of using the methodology of the study of state-civil communication and the principles of the formation of its structure are determined. The period for implementation and monitoring of state-civil communication, each of which was characterized by the relevant tendencies and features, was substantiated. The historical preconditions of formation of institutionalization of state-civil communication are substantiated. A number of factors concerning the quality of information and communication relations between individual subjects of public administration, which influence the overall systematic structure of the entire organization of public administration, are investigated. On the basis of the conducted research, the prospects for developing effective political and legal mechanisms of state-civil communication in Ukraine are defined, which provides the main directions of development of democratic governance of the state. Appropriate approach to the development of preconditions for the formation of a self-regulating system of mechanisms and channels of civil influence on public policy in Ukraine is proposed. The proposed approach fully corresponds to the social and market reorientation of mechanisms and channels of civil influence on public policy in Ukraine in accordance with the directions of development of Ukrainian society and the formation of democratic standards for the functioning of state authorities. The potential of information and communication support channels for public assistance and the state of implementation of e-government elements are revealed. It is determined that in order to overcome the main problems of e-government, there should be processes in the state related to the coordination of actions to meet the needs of the public as the main goal of marketing management by creating and maintaining a balance between public resources and public needs. In the context of the use of information and communication technologies in the activities of the President of Ukraine, interconnected sets of tasks have been identified. It is determined that, today, an extremely necessary condition for the development of information and communication support of the President of Ukraine is the introduction of discursive technologies of interaction with the public. The level of information and communication support of the Verkhovna Rada and the Government of Ukraine in interaction with the public has been identified. In clarifying the information and communication support of the Verkhovna Rada and the Government of Ukraine in interaction with the public on their subject-object characteristics, an analysis of the actual parliamentary discourse was carried out  a topic that, until recently, remained unexplored. Specific features of the use of individual marketing system to improve cybersecurity in information and communication systems, in automatic mode, which gives, which is determined by such basic characteristics of the marketing environment as macro-political, socio-cultural, economic, territorial, environmental factors, as well as , microenvironmental factors (customers, competitors, target audience, suppliers, marketing research) of the state-public strategy in public administration reform in the conditions of the Ukrainian present. It is proposed to use the system of individual marketing to improve cybersecurity in information and communication systems in automatic mode, which allows to transfer data from CRM-electronic document management systems and information accounting programs to smartphones of citizens-users of public services. In the public sector, the system of building individual marketing can be used, starting with social polls and election programs (up to voting from a smartphone). Developed, in accordance with current national legislation, practical recommendations for the development and adoption of the Concept of public strategy in public administration reform in Ukraine. The purpose of forming the Concept of public strategy in public administration reform in Ukraine is to ensure an effective system of involving citizens in the development of management decisions, by: identifying the main directions of public strategy; defining the mission and goals of the public communication strategy; development of a system of indicators for assessing the effectiveness of the strategy of public communication; coordination of actions with international communication organizations, strengthening the international authority of the state as a consistent and active figure in providing communication space, etc.
