The dissertation research has made the scientific substantiation of state regulation of counteraction to threats to national interests of Ukraine in the field of economic security and solved the actual scientific problem, which consists in the development of a comprehensive approach to the formation of effective mechanisms of state regulation of counteraction to threats to the national interests of Ukraine in the field of economic security in science, substantiation of conceptual and methodological bases of understanding of its essence and features of implementation.
Perspectives have been identified for the study of this sphere, aimed at creating a reliable system of economic security as part of a comprehensive system of guaranteeing the national security of Ukraine, where the state as a guarantor of the protection of national economic interests must constantly investigate both real and prospective threats and economic threats protect and consider the relationship between economic security and the military and their relationship to ensure the development of a socially oriented national economy and strengthening its defense capability. The conceptual and categorical basis of the science of public administration in the sphere of economic security has been developed. In particular, the definitions of such concepts are formulated: «formation of state policy in the field of economic security», «implementation of state policy in the field of economic security», «national interests in the field of economic security», «protection of national interests in the field of economic security», «system of state regulation counteracting threats to the national interests of Ukraine in the field of economic security», «state regulation counteracting threats to the national interests of Ukraine in the field of economic security», «mechanisms of state regulation counteracting threats to the national interests of Ukraine in the field of economic security», «public control over economic security».
The mechanisms of state regulation of counteracting threats to the national interests of Ukraine in the sphere of economic security, in particular organizational, legal, economic, social, information and security, have been identified and characterized. A model of state regulation of counteracting threats to the national interests of Ukraine in the field of economic security has been developed. The sources of existing and possible threats to the national interests of Ukraine in the field of economic security were identified and their contents were revealed.
The current state is investigated and the problems of state regulation of counteracting threats to the national interests of Ukraine in the sphere of economic security are identified. Foreign experience of countries with developed economies (Germany, USA, China, Japan) in countering economic security threats is analyzed. It has been proved that in countries with high level of economic development, in particular the USA, Japan, EU member states, a preventive approach to ensuring the economic security of the state, whose main and most difficult task is to predict and prevent threats to economic security, and not to analyze its negative consequences after security breach.
The perspectives of improving the state regulation of counteracting the threats to the national interests of Ukraine in the sphere of economic security and the leverage of ensuring the economic security of Ukraine in the conditions of external aggression and globalization transformations have been adopted. A promising model for the development and enhancement of state regulation of counteracting threats to Ukraine’s national interests in the field of economic security has been developed.
A draft Concept on Countering Threats to the National Interests of Ukraine in the Field of Economic Security has been developed, which outlines a system of views on ways to formulate a qualitatively new economic policy aimed at identifying threats to economic security and formulating a state’s policy to neutralize them in order to increase the efficiency of the national security system functioning.
