The dissertation proposes a comprehensive solution of the scientific problem which is important for the field of public administration, substantiation of theoretical and methodological principles, and development of scientific and practical recommendations for resource provision of the local government development in Ukraine. Carried out a systematic analysis of the existing scientific research on the issues of resource provision for the local government development. Determined the peculiarities of the local government as a form of public administration in the aspect of decentralization. Researched the genesis of scientific thought on the resource approach to the development of the local government. Local government is defined as a state-guaranteed right and objective ability of a territorial community – a social citizens community of villages, settlements, cities or their associations in accordance with the law, united around the achievement of common goals of their collective life – to address local issues in order to ensure its sustainable development. Resource provision of the local government is defined as a set of methods, means and measures of the local government bodies to create conditions for the fullest satisfaction of the territorial community needs, ensuring the balance of tasks and resources available for their implementation. Carried out a content analysis of the formation of basic legal principles for resource provision of the local government development, which allowed to define the existence of both substantiated provisions (the vast majority of them) and contradictory judgments in legislative acts. Carried out a periodization of the formation of the basic legal principles for resource provision of the local government development. Substantiated the conceptual principles of resource management of the local government development, namely, proposed the application of a two-dimensional approach, which includes two segments – 1) use of the territory’s potential and its expansion or diversification; 2) regeneration of the lost resources, development and creation of new resources, decision-making on the direction and intensity of the development of a particular resource type. Justified the functional-competence model of horizontal-vertical distribution of powers in the system of local government, in which the central-orthogonal role belongs to the territorial community. Developed the concept of forming the local governments activities to provide public services, which is based on the service logic. Proved the elemental composition of the concept: service technologies, service culture, standards, quality management system, tools (outsourcing, bench-learning, managerialism, DMAIE methodology), consumer satisfaction index. The methodology of managing the development of the local government human potential has been improved by applying managerial roles of local government officials. Local government resource platform is formed as a set of resource types interconnected in the process of ensuring the functioning and development of communities and territories, as well as opportunities for their expansion: human capital, technological resources, natural resources, intangible resources, financial resources (basic, involved, additional). A model of financial architecture at the local level has been formed, which has four sectors: public administration; finances; financial tools; financial institutions. Performed the theoretical and applied identification of the territorial community capacity as the ability to compete for relevant resources, identified its components and their ratios in a synthesized form – as two parts of one whole: internal capacity. Substantiated the application of a corporate approach in the management of public utilities. Developed scientific and applied recommendations for improving the procedure of concession tender and conclusion of concession agreements for the communal property objects of the territorial community in terms of providing the requirements for maximum preservation of existing jobs, as well as repayment of existing concession agreement of accounts payable, including wages. Outlined the methodological profile of a territorial community as the primary subject of the local government on the basis of consolidation of territorial resources through the use of the following organizational forms: resource pools, local clusters, inter-municipal cooperation, industrial parks, smart specialization
