Zahurska-Antoniuk V. State management of national security in the conditions of geopolitical threats

In the dissertation work the scientific substantiation of theoretical and methodological aspects is carried out and scientific and practical recommendations are developed, namely: concerning increase of efficiency of state management of national security in the conditions of geopolitical threats and transformations in Ukraine; the analysis of state-administrative aspects of national and international security in the geopolitical dimension is carried out; representative geopolitical threats that influence the reform of modern state management of national security are singled out; an alternative model of state management of national security in transformational conditions is proposed. The author's understanding of the essence of the categories "national security", "system of national security of Ukraine", "state management of national security in conditions of geopolitical threats", "state management of national security of Ukraine in transformational conditions", "mechanisms of public administration to ensure national security in conditions of geopolitical threats ". The sources and content of direct geopolitical challenges to the national security of Ukraine in the conditions of transformation are revealed. The classification of threats was carried out, the generalization of which resulted in the development of a typological model of national security threats at the levels of: terrorist threat, energy challenges and threats, military-biological dangers and threats, as well as information and communication challenges and dangers. It is determined that from the standpoint of public management of threats to national security in the context of geopolitical transformations should be considered a variety of internal and external, objective and subjective contradictions of social development in a single country and in the international arena in various spheres of human life. regulated by the state administration the activities of national security entities to create favorable conditions for the progressive functioning and development of national interests, sources of welfare of the people, as well as ensuring the effective functioning of the national security system, its system-forming elements. A strategy for improving state management of national security in the country has been formulated, and working on weaknesses, changing the strategy of state management of national security, the state must turn current threats to national security in the field of state security into favorable opportunities. Thus, in this dissertation research the method of SWOT-analysis is an assessment of the real strategic state of national security management in the context of geopolitical threats and shows how the existing strategy of national security management in the context of geopolitical threats corresponds to internal and external factors. A study of the effectiveness of public administration of national security in terms of geopolitical threats. The strategic priorities of public administration to ensure the national security of Ukraine in the context of geopolitical threats in the context of global transformation are identified. The role and place of state-governmental structures in the context of ensuring effective state management of national security in the conditions of geopolitical threats are studied. The priority directions of improvement of the state-administrative mechanism are offered and the ways of its improvement in realization of a policy of maintenance of national security of Ukraine in the conditions of geopolitical threats are defined. The directions of strategic improvement of mechanisms of state management of national security in the conditions of geopolitical threats are developed.
