Zaporozhets T. Formation and implementation of mechanisms for the introduction of intellectual management in the activities of public authorities.

Object of research: intellectual management. Objective: theoretical and methodological substantiation of conceptual bases of formation of mechanisms for the introduction of intellectual management in the activities of public authorities and development of recommendations concerning their practical implementation. Methods: search and bibliographic; historical and chronological; semantic and etymological; synthesis of theoretical and empirical data; statistical analysis of factors and phenomena, synthesis; comparative analysis of the obtained data; inductive and deductive; abstraction, formalization, generalization; forecasting method; modelling method. Results: new scientific provisions, which together allow solving an important scientific problem in the field of public administration concerning the theoretical and methodological justification of the conceptual basis for the formation and implementation of mechanisms for the introduction of intellectual management in the activities of public authorities, have been developed. Novelty: the theoretical and methodological foundations of a new scientific direction – the intellectual paradigm of public administration has been founded; the model of the formation and implementation of mechanisms for the introduction of intellectual management in the activities of public authorities has been developed; innovative tools of implementation of mechanisms of intellectual management including both a set of technologies, platforms, mobile applications, services, and means of realization of citizens’ needs in information maintenance and methods of interaction of with authorities and possibilities of interactive communication in the conditions of digital society development have been offered; improved: basic mechanisms for the state policy formation and implementation of digital development by expanding and supplementing their list and scope; scientific approaches to the use of NBIC-, GNR-, GRIN-, GRAiN- technologies within the concept of intellectual management; further developed: conceptual and categorical apparatus of formation and implementation of mechanisms of intellectual management and intellectualization of management processes introduction in the activities of public authorities by introducing into scientific circulation the “intellectual management in the activities of public authorities” and “mechanisms of intellectual management in public authorities” concepts; theoretical approaches to understanding the peculiarities of intellectual control systems creation, which include: problem, meaningful and technological; identification of factors that have a destructive effect on the processes of digital transformation in the process of introducing an intellectual paradigm of public administration; perspective directions of intellectual management introduction into activities of public authorities which provide the creation of: “regulatory platforms”, “tenders of problems”, “strategic foresight” as bases of the future forecast by working out the possible development scenarios with definition of priority technologies which will provide considerable opportunities for development; the state’s periodization of the goals and objectives genesis for the intellectualization of management processes in accordance with the industrial revolutions through the clarification of the historical stages of their development.
