Essay

Object of research: public administration of education. Objective: substantiation of theoretical and methodological foundations and development of scientific and practical recommendations for improving the mechanisms of public administration of RES in Ukraine. Methods: searching and bibliographic, classification and systematization; scientometric and content analysis; logical-semantic and terminological analysis; comparative analysis and specification; problem-chronological and retrospective analysis; structural-functional and system analysis; statistical analysis; observation, questionnaires and ratings; systematization, interpretation and abstract-logical. Results: a topical scientific problem in the field of public administration concerning substantiation of the theoretical and methodological foundations and development of the scientific and practical recommendations for improving the mechanisms of public administration of RES in Ukraine has been solved. Novelty: a comprehensive research of RES as a holistic system of organized management in a given territory which is implemented by public authorities with the involvement of business representatives and civil society institutions for the organization, preservation and development of education in the region has been carried out; scientific bases of mechanisms of public administration of RES as a modern system of views on the development of public administration theory based on the general laws of the society development, methodology of the system approach, laws of management process, its principles, political, economic, social, organizational, information-technological factors and groups of conditions necessary for the organization of systematic management of education at the regional level have been conceptualized; a comprehensive mechanism of public administration of RES, based on theoretical and methodological approaches to integrated interaction of all participant of the administration process in education and fundamental principles, goal orientation, management functions, forms, methods, tools, technologies and resources of administration, components of which are specific administration mechanisms, have been developed; updating of the terminological system of the theory of public administration by introducing into scientific circulation the basic concepts that expand the boundaries of the theory of public administration, provide an opportunity to unify approaches to determining their content, reveal the essence of the phenomenon of RES as an object of public administration has been proposed; improved: the mechanism of legal support of public administration of RES by systematization of international legal documents in the field of education; approach to financial and economic support of public administration of RES by applying the project approach; scientific and methodological approach to strategic forecasting of RES development, the essence of which is to scientifically predict the state of the educational system of a particular region as an object of forecasting; further developed: the conceptual and categorical apparatus of the science of public administration in terms of clarifying the content of basic concepts, including “regional educational system”, “regional educational cluster”, “regional education management, their scientific justification and objectification of content based on the logic-semantic analysis; determining the role of education in ensuring social progress and regional development; systematization and generalization of scientific works on the topic of research, implementation of their scientometric and substantive analysis; analysis of the current state of the component structure of the educational system; proposals to determine the state of the mechanisms of public administration of education in the region, based on the method of expert survey.
