Essay

The work developed the provisions of the theories of economic space, sustainable development; management of regional development. The provisions of economic space theories, sustainable development, regional development management have been elaborated. In particular, a number of basic terms and categories have been systematized and specified, which, in contrast to existing approaches, determine the target orientation and properties of the regional system, that characterize its sustainable development in bifurcation changes and negative environmental influences, as well as identify its current state for subsequent use of the most effective tools and mechanisms in the sustainable development. A set of tools are formed for determining the factors of sustainable development of the region, their distribution in direction, strength and total effect of influence by using the author's matrix of interconnections. For the first time, an instrument of strategic management of the stable development of regional systems in crisis conditions is developed, and a set of applied elements is formed in accordance with the identified stage of the regional system development, as well as the results of analysis of current regional development strategies in order to adjust or complete transformation to ensure the effectiveness in crisis. Methodological approaches to assessing regional development processes have been improved by determining the criteria for applying the methods of multidimensional spatial assessment of the level of development of regions that are most adapted to the requirements and needs of regional management, taking into account the influence of factors outside identified components of sustainable development. The theory of economic space, formed on the basis of the methodological apparatus of theories of production location and spatial economic equilibrium, is improved by supplementing it with the methodological apparatus of classical and neoclassical economic theories. The structure of the factor development mechanism of the regional economy is proposed, which demonstrates the active role of regional authorities in shaping the structure of the regional economic space and allows to understand the nature and logic of its actions related to conscious interference in economic processes. Improved has been the approach to sustainable development of regions using anti-crisis tools, that uses the identified link between the essence of anti-crisis policy and anti-crisis "object - subject" regulation, the result of which is shown through the anti-crisis regulation and is a tool for anti-crisis policy through mechanisms for increasing employment, implementation of infrastructural territorial and socially significant projects aimed at the development of the region. The economic and mathematical model of planning the sustainable development of private-state partnership activities is proposed, which considers its features and is based on the principles of strategic planning and development in terms of systematic recording of the environment operating. This model uses as a target function the modernized net current value of regional private-state partnership investment projects taking into account regional factors, and the system of restrictions contains indicators due to regional factors, social efficiency, investment opportunities, market demand and personnel and production potentials.
