Essay

Object of research: public administration in the system of higher education. Objective: theoretical and methodological substantiation and practical recommendations development for the formation, functioning and improvement of mechanisms of public administration of higher education reforming. Methods: system approach, hypothetical-deductive method of thesis research methodology formation, deductive proof of the proposed research hypothesis, structural-functional analysis, comparative methods, statistical, prognostic, theoretical-conceptual. Results: the topical scientific problem concerning the theoretical and methodological substantiation and practical recommendations development for the formation and implementation of mechanisms of public administration of higher education reforming has been solved. Novelty: the concept of improvement of public administration of higher education reforming based on the implementation of innovative transformations of the higher education system has been proposed, a model of a comprehensive mechanism of public administration of higher education reforming has been developed, methodological foundations for improving effectiveness of public administration of higher education development of Ukraine has been structured. The author has improved: the mechanism of state support for the integration of Ukraine’s educational environment into the European educational space, peculiarities of innovative approaches to public administration of higher education reforming, methodology of a comprehensive mechanism of public administration of higher education reforming. In the thesis research the following has been further developed: the essential characteristics of the concept “public administration of higher education reforming”, criteria for determining the interaction in the field of the classified workforce training through education sphere clustering, systematization of principles of public administration of higher education reforming by implementing the above stated; the culture of quality, the concept of understanding the problems of quality improvement, the autonomy of higher education institutions; continuity of education; novelty in the activity of cluster participants, education sphere clustering, implementation of innovative technologies in the educational process; creation of a single educational space; observance of academic honesty; preservation of national identity, national qualifications framework. Implemented in the activities of: the Department of Science and Education of the Kharkiv Regional Administration, the Department of Education of the Lutsk City Council, the Department of Education of the Pustomyty City Council. Application field: public administration, local authorities and self-government, public organizations.
