Dragan I. State regulation of sustainable nature management processes in Ukraine.

Object of research: state policy in the field of environmental protection and natural resources use. The objective is substantiation of the theoretical and methodological provisions and practical recommendations for the formation and development of state regulation of sustainable nature management processes in Ukraine. Methods: abstract-logical, historical and system-structural analysis, comparative analysis and grouping; methodology of complex analysis and method of theoretical generalization; method of economic-statistical and trend analysis, ranking; method of comparative analysis; matrix approach, computational and graphical. Results: the theoretical and methodological provisions and practical recommendations for the formation and development of state regulation of sustainable nature management processes in Ukraine have been developed. Novelty: conceptual bases of state regulation of sustainable nature management processes in Ukraine have been substantiated, methodological approach to the strategy formation of state regulation of sustainable nature management processes has been developed, methodical approach to complex estimation of natural resources of the territory; improved: mechanisms of state regulation of sustainable nature management processes, approach to the classification of Ukraine’s regions in the system of state regulation according to the criteria of natural resources, their cost and general economic efficiency, program-target mechanism of state regulation of sustainable nature management based on the approach “from consumer to natural resources” and which provides formation of the chain “natural resource – raw material – final product”, the coordination mechanism of state regulation of the processes of ensuring sustainable production, harmonization of the main stakeholders’ interests in this process, the institutional mechanism of state regulation of sustainable nature management processes, organizational and economic mechanism of state regulation of eco-economic activities; further developed: clarification of global environmental crisis factors that necessitated the formation and implementation of state regulation sustainable nature management processes in Ukraine, conceptual and categorical apparatus of the theory of public administration which provides for the interpretation of such concepts: “sustainable use of nature as an object of state regulation”, approach to the specification of property rights in the system of state regulation of sustainable nature use. Implemented by: the Subcommittee of the Verkhovna Rada of Ukraine on the evaluation of bills concerning the impact of budget indicators and compliance with Budget Legislation, the Department of the State environmental inspectorate of Ukraine in Zhytomyr Region of the Polissya state environmental inspectorate, the Association of Heat and Power Companies of Ukraine, and the National University of Civil Defence of Ukraine. Application field: public administration, local authorities and self-government, public organizations.
