Essay

The dissertation is devoted to grounding of scientific and methodological bases of formation and development of integration processes of the region and development of practical recommendations on their organizational and economic maintenance for creation of steady trends of regional development and rise of social and economic development of territories. It is proved that the integration processes of the region, taking into account their inherent dynamics and statics, are inseparable from the process of spatial and economic transformation of regions, that envisages the creation of a single economic space for participants. It is emphasized that the integration processes of the region caused the need for the systematization of classification features, types, subspecies of integration processes in the region, whose diversity confirms their complexity, breadth of application and allows to differentiate integration projects in socio-economic development programs. The author’s conceptualization of the principles of integration processes in the region allowed to give them a certain specificity and direction, based on the stimulative motives of the balance of interests. It is determined that the synergetic effect from the formation and development of integration processes of the region is formed as a result of the process of obtaining direct socio-economically-oriented, system-oriented and strategically-oriented effects. Minding the interests of initiators, actors, participants, a new indicator was introduced to create opportunities for modeling alternative scenarios for the development of integration - a generalized coefficient of the potential for initiating integration processes in the region. It is proved that the realization of the effects of integration processes of the region is possible at all levels of interaction determined in the research. It is established that in negative conditions the importance of formation of a full-fledged internal integration processes is grown, as well as the internal market and the single economic space within the country while shifting the emphasis on creating the foundations of regional security. The most disastrous consequences that hinder the development of integration processes in the region are determined, including: unsatisfactory institutional and infrastructural support of integration processes in the region, low intensity and economic interest of actors and participants, the presence of corruption and shadow component, etc. It is proved that border regions involved in integration processes related to the formation and development of interstate integration cooperation have additional specific resource capabilities of such territories in terms of their integrated socio-economic development and cross-border cooperation. The assessment of the intensity of economic activity of border regions in the framework of integration processes has led to the conclusion that such regions have not fully taken advantage of new opportunities that have arised after the gradual adaptation of the institutional and legal environment to the EU acquis. The generalization of international experience has shown that in the formation of integration processes and a single economic space of border areas, the implementation of large infrastructure projects is the most effective in the use of public-private partnership mechanisms, which provides the systematic interaction of state (region) and business, providing the realization of their intentions and at the same time - the significant savings of state budget funds. Present study develops and argues the mechanism of its application to the implementation of gaining for the arrangement of the state border and checkpoints. A schematic model of organizational and economic support for the formation and development of integration processes in the region is formulated, that allows to regulate and implement their micro, meso and macro-hierarchy. Based on the results, the study proposes a structural-institutional model of integration processes of the regional innovation system, based on the creation of integration-organizational formation, which aims to strengthen the function of institutional mechanisms in the process of intensifying integration interaction of innovation development structures. А set of integration tools has been developed, classified on the basis of their use by the main participants in the integration process: the state governance’ level; regional administration’ level; level of business environment; level of civil society. The scientific and methodological bases of formation and development of integration processes of the region which are substantiated in the dissertation as well as concretized offers on regulation of integration interactions will promote increase of national and regional competitiveness under conditions of further economic growth and preservation of valuable landmarks for the state.
