The study from the standpoint of modern political discourse comprehensively analyzes the main trends in the formation of information security in a transformational society, in particular the institutional dimension of such a process, the role of state and non-governmental institutions in ensuring information security in Ukraine. The problem of information security is understood in three main directions: in the light of the transformation of Ukrainian society and its political system; in the context of the globalization of the modern world; in the strategic vision – as a prospect for the development of political institutions, relations and processes that ensure democratic change and security of Ukraine as a whole. Among the main risks facing Ukraine is the threat of losing information sovereignty. A significant role is assigned to the information security of the nation, in particular to its structural components: the protection of unique national and cultural values, historical traditions, historical memory, language, unique subcultures and the alike. Among the author's proposals are important ones concerning the existing infrastructure of state institutions of information security of Ukraine. The information activity of political parties in the security system of Ukraine is defined as contradictory. It is argued that a significant role in the modern information security system is given to civil society and the media. In a hybrid war, strategic guidelines for counteracting external and internal information and destabilizing effects are understood through: 1) the introduction of best security practices that successfully protect the modern information space and are based on three main principles (hierarchy, state coordination and interaction); 2) increasing the role of political education and enlightenment (substantive basis for developing immunity to many threats associated with information and manipulative actions) 3) further development of the culture of information security.
