Essay

The necessity of improving the state management of the quality of education at the level of general secondary education is substantiated. The normative-legal bases of quality assurance of general secondary education are analyzed. Motivational mechanisms of state quality management of general secondary education (family traditions, public initiatives, public-private social partnership, external evaluation, etc.) are studied. Methodological aspects of public administration to ensure the quality of higher education are identified. Dudinocentric priorities for higher education reform are identified. Organizational and normative-legal mechanisms of democratization and autonomy of state management of quality of higher education are characterized; innovative mechanisms of standardization of the state quality management system of education. The world experience of state management of education quality is analyzed in the work. The process of strategizing the development of modern higher education systems on the example of world-class American universities is analyzed; criteria for ranking higher education institutions in terms of quality and innovation in European universities. The Asian model of education quality management is studied. Recommendations on state management of the quality of education to ensure the innovative development of society and the development of human capital in Ukraine are provided. Mechanisms for improving public quality management of education are identified. A model of state management of education quality has been developed. Ways to improve the regulatory and legal support of public administration in the field of education have been identified.
