The dissertation solves a topical scientific and practical problem - improving the organization of dermatovenereological care by substantiating and developing a conceptual functional and organizational model of the system of dermatovenereological care in the context of health care reform. Significant scales and negative tendencies to increase the incidence of socially significant skin and sexually transmitted diseases, sex-age and regional features have been established. Groups of skin and sexually transmitted diseases that affect the global burden of diseases (tumors, inflammatory non-communicable and sexually transmitted infections) have been identified and can be indicators of the quality, availability and effectiveness of dermatovenereological care. The modern features of the structure, functions, staffing of dermatovenereological care are established, the main problematic issues of human resources development and resource provision of the existing system of dermatovenereological care, ways of their solution are determined. The results of preventive activities and existing shortcomings in the detection of skin and sexually transmitted diseases have been studied. The quality and availability of dermatovenereological services, the impact of various factors on them, including the COVID-19 pandemic, the ways to improve them from the standpoint of consumers and service providers. Systemic risks of the system of dermatovenereological care to the population in the conditions of reforming the branch are revealed. Strategic directions and measures for improving the system of dermatovenereological care for the population have been identified.
