Object of research: the process of the state policy formation and implementation in the field of de-shadowing of the national economy as a structural component of state security. The objective is to substantiate the theoretical and methodological provisions, to develop mechanisms for the state policy formation and implementation in the field of de-shadowing of the national economy as a structural component of state security. Methods: induction and deduction, abstraction, systematization and modelling, theoretical generalization, grouping, systematization, modelling, grouping, systematization, analogy, analysis and synthesis. Results: theoretical and methodological provisions for the state policy formation and implementation in the field of de-shadowing of the economy in the context of state security have been developed and improved. Novelty: methodological provisions for the state policy formation and implementation in the field of de-shadowing of the national economy, a methodology for assessing the relationship between the level of shadow economy and key determinants of economic shadowing by developing a regression model on the example of 92 countries; improved: institutional approaches to state control and economic activity as a tool for implementing measures to de-shadow the national economy by generating an institutional model of such activities, levers of legal regulation of de-shadowing of Ukraine’s economy as a component of state security by developing a number of proposals to improve the current regulatory framework of Ukraine especially in the conditions caused by the COVID-19 pandemic, features of formation and implementation of the state policy of de-shadowing of the labour market and legalization of labour relations in Ukraine, methodical tools of public management of the Ukraine’s economy de-shadowing in the focus of budget security, methodology for assessing the level of shadowing of the national economy taking into account statistical indicators, expert assessment and method of sociological surveys; further developed: classification model of the shadow economy as an object of public policy which provides a set of features, conceptual and categorical apparatus of research, theoretical provisions of public administration of the national economy de-shadowing in the context of its impact on budget security, thesaurus of functional and institutional vectors of public de-shadowing.
