Essay

Object of research: state policy of the urban areas development. Objective: substantiation of the theoretical and methodological principles of state policy of urban development and proposition of scientific and applied recommendations for modernization of counteraction mechanisms of natural and man-made risks to ensure the stability of ecosystems and ensure their sustainable development. Methods: dialectical method; formal-logical method. Methods of generalization, induction, deduction; modelling and forecasting provided an opportunity to generalize foreign experience in the development of urban areas. Results: a new theoretical and methodological paradigm, approaches to the formation and implementation of state policy of the urban areas development and improvement of existing mechanisms of state influence have been justified. Novelty: the paradigm of preserving the ecological balance of urban areas and ensuring their sustainable development has been formulated; the expediency of selection and planning of civil servants and local government officials’ career growth has been substantiated; the necessity of forming a competent, passionate core of the community, which on participatory and stakeholder principles will encourage the qualification improvement and professional approach to the management of urban areas has been proved. Improved: counteraction mechanism of natural and man-made risks and minimizing the socio-economic consequences of emergencies; approaches to the implementation of state policy related to state regulation of urban development and inhibition of climate change, based on the hypothesis of reuse (recycling) of material goods, in terms of developing a mechanism for its implementation; approaches to modernizing the institution of citizenship as a key factor and a way of becoming a responsible voter for the formation of competent authorities. In the research it was further developed: conceptual and categorical apparatus of the science of public administration by justifying the introduction into scientific circulation and determining the substantive essence of the following definitions: “urbodia”, “acceptable urban load”, “urban boundary”; methodological principles of state policy on the preservation and adaptation of monuments of urban planning and architecture, in terms of simplification of permitting and approval procedures and their adaptation to investment-friendly purposes; approaches to the implementation of public policy related to the regulation of spatial development of urban areas as one of the aspects of sectoral decentralization; theoretical research on reducing the negative impact on the environment and inhibiting climate change, in terms of applying the approach of slow growth, based on the theory of minimalism as the antithesis of increased consumption; vision of the culture of urban planning activities not only as the construction in accordance with the approved urban planning documentation and urban planning legislation.
