The research summarizes the issues of public administration in the area of state security in modern scientific discourse.Core approaches of domestic and foreign scientists focused on further development of the area of state security in general, and CP in particular, are examined.The urgent need to implement the national security system of Ukraine into European security system on the emphasis of its substantial modernization are justified, as well as basic mechanisms of public administration to maintain the process are outlined.It was established that SS and CP structures should be flexible and mobile, should ensure full utilization of their qualities, convenience and ongoing management.
Directions for improving the structure, functions and tasks of SS and CP structures are substantiated.Genesis of the development of structures, functions and tasks of the specified systems in connection with state security is revealed.Structural and functional features of the SS and CP forces’ operation are investigated; measures to comprehensively address the issue of formation of prospective structures in the field are specified.It is stated that these structures will function and will provide an acceptable level of public safety in the medium-term projected dimension.Directions to improve the structure, functions and tasks of these structures are defined.
Innovative predictive models were created to determine the effectiveness of operation of the USSCP, its integral quality, and the criterion for population safety, which made it possible to determine its current state and projected dimension, to calculate the integral indicators for assessment and to achieve the criterion for the study.To determine the integral quality of effectiveness of the specified system in the projected dimension, a prognostic model is developed, which is determined by comparing alternatives based on the relationship between the indicators of qualitative and quantitative characteristics of the system operation, and the criterion for the study that is achievement of the value of generalized indicator of the highest level to the value which ensures performance of tasks assigned to the system in the future.
The prospective unified scientific and methodical apparatus to evaluate the prognostic efficiency of operation of SS and CP structures is proposed and is introduced at the structural, functional, organizational and legislative levels.It is stated that together with a set of indicators and criteria, it provides for creation of a hierarchical system of statistical and dynamic models oriented towards solving the issues of analysis and synthesis of structures in this field.
The inter-criterion relationship method of efficient functioning of the USSCP and public safety is developed to determine its degree, to estimate the risks of loss of lives, thus, to minimize threats at an early stage of their detection and their possible manifestations as challenges, which is a prerequisite for achieving the necessary value of integral indicator of the system operation in projected dimension.The method of recognizing hazards to the life of the population is introduced, which is based on determining the value of integral expected destabilizing factors, so that administrative bodies of the system are provided with the timely identification of possible deterioration of its state.
Prospective ways to modernize and improve the system of public administration in the area of CP of Ukraine are substantiated.The evaluation criterion for effectiveness of administrative system of structures in the areas of SS and CP during disasters is proposed, which is considered a condition when the ratio of efficiency of structures to the required efficiency, which determines the level of contribution of the established administrative system during administration towards achieving the goal of their actions, is greater or equal to one.An algorithmic model of administration and management during emergency response was created, which allows the head of administrative body to organize and fulfill more precise and effective measures for emergency elimination.A method to determine the rational sequence and content of work of the head of administrative body and to ensure adoption of an informed decision based on comparison of alternatives is proposed.
Innovative approaches to improving the structural and functional foundations of the state administrative system of CP of Ukraine, in particular, establishing CP territorial subsystems are developed.Comparison of indicators of activity of alternative territorial subsystems of CP is conducted.This allowed identifying the relationship between the quality of indicators at the basic, high and the highest levels, which allows the manager to organize qualitative, full and timely performance of tasks assigned to the subsystem.The main practical recommendations for improving administrative systems of the USSCP are introduced.
