Essay

The dissertation is devoted to the theoretical and methodological substantiation of the provisions and the development of scientific and practical recommendations regarding the improvement of state regulation of the development of intellectual capital in the sphere of higher education of Ukraine in the context of European integration. The dissertation classifies the concepts of state management in national systems of higher education based on the level of its state support. The application of the modular edition of the system approach to the study of the process of reproduction of intellectual capital in the sector of public management of higher education is substantiated. The application of the modular edition of the system approach allows to determine scientific resources, cognitive capabilities, which are needed to strengthen the potential of the system approach to the study of the process of reproduction of intellectual capital in the sector of public management of higher education. A methodological approach to the study of the reproduction of intellectual capital in the sector of public management of higher education has been formed. Modular components of reproduction of intellectual capital are defined as: subject, object, process and environmental. The regularities of the development of higher education in the national systems of the world are determined, with the selection of the main ones that have a significant impact on the processes of changes taking place: the development of transnational education; development of online education; development of integration and formation of the hierarchy of higher education institutions in the world educational space. A conceptual position on the growth of return on investment in the process of reproduction of intellectual capital in the higher education sector has been developed. It has been proven that this process involves anticipatory accumulation of intellectual capital in the higher education sector. It has been established that the tasks of the state in accordance with the main provisions of the ОЕСР benchmarking concept are the timely recognition of the social properties of educational services that change during sociodynamic cycles and their transfer from one base group to another. The dominant trends were determined and a pool of characteristics of the transformation of the system of state regulation of higher education was formed in the context of ensuring a competent approach to educational activity through the prism of labor market requirements. The analysis of the relationship between the existing goals of the development of scientific and educational policy and their conceptual foundations showed that the key problem is a radical change of the institutional basis. The most effective approach, which allows to achieve the best values in the aspect of internationalization of higher education, is defined as the approach in which internationalization is understood as the result of dialectical, complex interaction of participants in the market of educational services at the global, national and local (local) levels. The forms of implementation of the internationalization strategy as an indicator of the competitiveness of the national education system in the conditions of the struggle for talents are specified. When developing the mechanism for implementing the strategy of internationalization of education with the formation of educational clusters, the development vectors given in the National Economic Strategy for the period until 2030, the main provisions of the Strategy of Foreign Policy of Ukraine, as well as the provisions of the State Migration Policy Strategy until 2025 and the Strategy for the Development of Higher Education in Ukraine for 2022–2032. An analysis of the main approaches assessing the impact of higher education on the development of the economy, namely: traditional economic approach, skill-oriented approach, assessment of the contribution of higher education as a driver of innovative economic activity, ОЕСР methodology, was carried out. It is proved that the strategy of recruitment of foreign students in combination with the strategy of internationalization and the communication strategy of higher education should be developed taking into account all forms of internationalization of all forms of education and levels of education.
