In the Thesis the state of Public Expenditures under conditions of structural changes and stabilization is analyzed. The influence of Public Expenditures on economic growth is also analyzed, national systems of budgeting and of reporting are described. Problems of economic and social efficiency of Public Expenditures are reviewed. The state of public Expenditures, their structure in the countries with transition economy is analysed and the main trends of their development are defined; the main directions of the efficient distribution are redistribution of Public Expenditures are marked.
