Essay

The thesis provides a complex study of the impact of state policy on the formation of motivations of Ukrainian citizens in the context of their migration and departure with subsequent emigration. The author proposed a scientific and methodological approach to the study of migration, the complex of statistical and sociological indicators is substantiated, the identification of signs of migration movement dependence on the results of the state socio-economic policy is carried out in the paper. Modeling and forecasting of the indicators of the migration movement in Ukraine based on the substantiated parameters of their dependence on political and socio-economic factors are covered in the thesis. It is proved that the migration dynamics of Ukrainians is the result not only of the domestic policy of Ukraine (as a donor country), but also of the foreign policy of the recipient countries – Poland, Russia, the Czech Republic, Hungary and others. The decrease or increase in the number of migrants is the result of socio-economic, educational, migration state policies. The author suggested directions of adjustment of the state policy in the context of preservation of human capital of Ukraine. The legislative direction of state policy adjustment should include bringing national legislation in the field of development and preservation of human capital in line with international regulations. The migration direction of adjusting state policy involves conducting a census, development of own model of migration processes, development and approval of the state program of support for IDPs, implementation of mechanisms of return and support of repatriates. The economic direction should be realized through developing a strategy for sustainable innovative development of the state; creation of favourable conditions for foreign investments; supporting small and medium-sized businesses; providing government support to agricultural producers. The social direction preservation should include the development of measures to encourage an increase in fertility and reducing mortality, increase life expectancy through the promotion of healthy lifestyles, continuing medical reform and bringing the regulatory framework into line. The educational direction can be realized through continuation of the reform of secondary, vocational and higher education; establishing mechanisms for the implementation of the right to autonomy by higher education institutions; creation of a program of support for talented and young scientists.
