Komarova N. Institutional provision of agricultural land sustainable use and conservation

The formation of updated organizational and economic conditions of agricultural land use through restoration and conservation of agro-resource potential, as the basis for the formation of ecologically stable agro-landscapes, requires strengthening of the institutional background with the activation of monitoring as well as control and audit institutions. Therefore, improvement of approaches to the formation of an updated organizational and economic environment of land use requires methodological improvement of the key component in the system of financial and economic tools, which directly affects organizational and economic processes and effect, relations between agricultural producers and forms the basis of cash flows in the "landowner-land user-the state " system. The normative monetary assessment of agricultural land plots is among the components. Also, a comparison of the dynamics of qualitative characteristics of the soil cover of agricultural land was carried out with the comprehensive use of statistical data on the volume of financial expenditures for implementation of land conservation activities in Ukraine and in the Kyiv region and the costs of institutional provision of land use processes. The nature and extent of correlation dependence of economic features of agricultural activity on financial support of enterprise management and support of leased lands in proper condition are established. This characteristic is proposed to be considered as an indicator of the intensity of the influence of the institutional basis in the agrarian enterprises management in the process of using agricultural land and the intensity of implementation of measures for the reproduction and conservation of agricultural resource potential. The paper offers an approach to intensify the activity on the aspects of the institutional basis for ensuring agricultural land sustainable use, which is presented in the form of a structural scheme and developed as a scheme of organizational and economic improvement of the implementation of land conservation activities.
