The object of the study is the process of forming and implementing strategies for the socio-economic development of territorial communities on an investment basis. The purpose of the dissertation is to substantiate the theoretical, methodological and organisational provisions and develop practical recommendations for improving the process of forming and implementing strategies for the socio-economic development of territorial communities on the basis of increasing investment potential to ensure their capacity in the regions of Ukraine. As a result of the study, the authors systematise the analysis methods that should be applied at different stages in the process of forming and implementing strategies for the socio-economic development of territorial communities in a classical or adapted form, on the basis of which the following analytical methods are identified and proposed for their application: in the process of forming strategies in a classical form: content analysis, comparative analysis, brainstorming, 6-hats method, mind mapping, population surveys and expert methods (groups of experts, methods of SPACE analysis, GAP analysis, LOTS analysis, STEEPLE analysis, TELESCOPIC OBSERVATIONS; in the process of implementing strategies in the classical form: goal tree, scenario method, game theory, repeated surveys and expert methods, comparative analysis, benchmarking, vertical and horizontal analysis (analysis of the structure and dynamics of indicators), tabular and visual (graphical) methods (histograms) and methods of analysis that need to be adapted: Balanced Score Card (BSC), Total Performance Scorecard (TPS), Intangible Assets Monitor (IAM), Skandia Navigator (SN) to obtain information for more effective strategic management of territorial communities. The study of the essence of the concept of “strategy” has shown that there is no single approach to its coverage due to the fact that the existing theoretical and methodological studies of strategies mainly concern enterprises, taking into account their specifics of functioning. In view of this, the author's vision of the interpretation of the terms is proposed: “strategy of a territorial community” as: a long-term plan (program) for the development of a territorial community, which foresees the definition of the general direction (course, benchmark) of its development and a set of consistent actions to ensure the capacity and investment attractiveness of the community in the region, which should reflect the compatibility of all community development plans and respond in advance to changes in the external and internal environment, as well as "strategy of social and economic development of a territorial community" as: a long-term plan (program) for the development of the territory.
