In the dissertation for the first time on the basis of generalization of scientific works of scientists and the analysis of the current legislation, administrative and legal bases of deinstitutionalization in Ukraine are opened and scientifically substantiated offers and recommendations on their improvement are given. The stages of formation and development of legal support of deinstitutionalization are revealed. Theoretical and methodological approaches to the content of the concept of deinstitutionalization in Ukraine are clarified. The normative-legal bases of deinstitutionalization regulation in Ukraine are characterized. The general characteristic of the process of deinstitutionalization in Ukraine is given. It is proposed to define the concept and characterize the elements of the administrative and legal status of national subjects of deinstitutionalization. The peculiarities of the administrative and legal status of other participants in the process of deinstitutionalization in Ukraine are outlined. The importance and place of international organizations in the process of deinstitutionalization in Ukraine are established. The foreign experience of deinstitutionalization is generalized and the possibilities of its use in Ukraine are offered. Problematic issues of deinstitutionalization in Ukraine have been identified and possible ways to solve them have been outlined.
