The thesis solves an important scientific task of creating based on the value approach of models and methods of territorial development project management of project-oriented organizations. The system and conceptual models of the territorial development project, the system for classifying such projects and formalized operations on the values of the project were first developed. The approach of value management in project management, risk management methods are improved. Proactive management models, the approach of risk-value management, terminology basis of project management in the part of the territorial development projects has been further developed.
The territorial development project of a project-oriented organization is formulated and its main features are highlighted. The terminological basis for territorial development projects of project-oriented organizations is proposed. A system of classification of the territorial development projects has been developed, their conceptual model is proposed. Using the theory of systems, a system model of the territorial development project of project-oriented organization was constructed.
For the first time, the definition of “anti-values” is given, the corresponding notion is divided into anti-value of the first kind and anti-value of the second kind, provided definitions of these concepts. To systematize the process of managing the values of the territorial development project of project-oriented organization, operations on values are formalized.
The organizational model of the territorial development project of project-oriented organization is proposed. The method of choosing an organizational structure for managing of the territorial development project of project-oriented organization has been developed.
The development of a risk management system for territorial development projects of project-oriented organizations, on the value-based approach, was developed. The approach of risk-value management in the territorial development projects is offered, its terminology base is given. The basic content of the value card of such project is described.
Within the framework of risk-value management for the process of identifying risk events, the method of combined risk identification of the territorial development project of project-oriented organizations was proposed.
For the process of assessing risk events within the risk-value management, a combined method for obtaining estimates of risk events in the territorial development project of project-oriented organizations was proposed. Formalized estimation model for each of the sub-processes, as well as a generalized weighted risk assessment model.
The process of developing a response to the risks of the territorial development project of project-oriented organizations is considered. Using the value-based approach, a method for developing a value-oriented response to the risks of the territorial development project of a project-oriented organization was developed. Formalized target function of the system of counter-risk measures of the territorial development project of project-oriented organization, as well as its budgetary and value constraints.
Using the value-based approach for the risk monitoring process, a method for valuing risk-based monitoring of the territorial development project was developed.
The elements of the proactive strategy of territorial development projects of project-oriented organizations were identified. The model of the structure of the proactive strategy of the territorial development project is proposed.
The definition of the gradient of the territorial development of the industry is given. The method of decision making based on the gradient of the territorial development of the industry is proposed. The algorithm of proactive development of the organizational structure of the territorial development project is developed, the scheme of implementation of the algorithm is presented.
For the system of change management in the territorial development projects a methodological part has been developed. Namely: the aspects of the territorial development project are highlighted, which in the first place require the formalization of the change management system for them to form a sufficient level of flexibility of the project to the changes in the environment; the model of changes in the territorial development project and the algorithms for implementing the five changes management methods for implementation in each defined aspect. Developed recommendations for changes in product design elements of the project.
The practical implementation of the models, methods and algorithms developed in this thesis has shown their effectiveness and efficiency, which is confirmed by the relevant references regarding the implementation of the results of this thesis – in the project-oriented organization Kintaro (Japan) and in the educational process (University Economics and Law “KROK”).
