The dissertation research is devoted to the problem of improving the legal regulation of incentives for local government employees. The dissertation provides a theoretical generalization and a new solution to the scientific problem, which is to determine the nature and features of the legal regulation of incentives for local government employees, as well as the development of proposals and recommendations for improving the relevant legislation. The scientific views of scientists on the understanding of the concepts of "right to work" and "right to service" are generalized. The concepts and signs of the right to serve in local self-government bodies are defined. The concepts and signs of incentives for local government employees are defined. The principles of incentives for local government employees are described. Guarantees of incentives for local government employees are disclosed. The normative-legal provision of incentives for employees of local self-government bodies is characterized. The classification of incentives for local government employees is provided. The conditions for applying incentives for local government employees are described. The stages and sub-stages of application of incentives to employees of local self-government bodies are singled out. The most positive foreign experience of legal regulation of incentives for local government employees is generalized and the possibilities of its use in Ukraine are worked out. It is emphasized that the implementation of the call of foreign experience in regulating the incentives of public officials in general, and local governments, in particular, to domestic legislation will accelerate the transition
