Kashchyshyn M. Powers of local governments in Ukraine and foreign countries: a comparative analysis

In the dissertation the theoretical positions are defined and the comparative analysis of legislative fixing and realization of powers of local governments in Ukraine and foreign countries is carried out. The concept is formulated, the features are identified and the essence of the powers of local governments in Ukraine and foreign countries is determined. In the context of the study of the conceptual and categorical apparatus, the following concepts are defined: "local governments", "powers of local governments", "powers of local government", "state control over the implementation of powers of local governments". The genesis of the powers of local self-government bodies is revealed, the legal doctrine of this institute is studied. The study of historical aspects of the formation of the powers of local self-government in Ukraine made it possible to determine the origin of local self-government and historical periods of its development.
