The dissertation is devoted to the research of theoretical and methodological basis and practical tools for assessing and forecasting the instability of socio - economic development of regions. According to the results of theoretical research of scientific approaches to assessing the socio-economic development of regions in the context of an unstable environment, the features of stability and instability of economic development in the context of systems evolution and economic growth theory, and dynamic factors of economic growth and regional development.Domestic and foreign approaches to the essence of assessing the socio-economic development of regions in the context of an unstable environment are studied and systematized, which allowed to establish the need to take into account the conditionality of these concepts in the context of evolutionary economic theory with the dominant characteristics of quantitative and qualitative changes. also to form the component structure of these concepts accordingly.It is substantiated that the issue of instability and its connection with development (growth) is directly related to the connection between differentiation and economic growth of regions. Thus, the analyzed nonlinear dynamic models and basic models of instability should be implemented in the analysis of the socio-economic situation of the regions, the most important feature of which is the evolutionary approach to the studied phenomena and the application of a systemic perspective.Based on the results of highlighting the main shortcomings of the State Strategy for Regional Development 2014-2020 and analysis of proposals for the draft State Strategy for Regional Development for the period 2021-2027, a construct for studying trends in socio-economic development of Ukraine in the areas of analyzing trends of social and economic instability in Ukraine.It is determined that the concept of territorial cohesion, which takes into account the contribution of territorial factors to economic growth, includes specific spatial goals in development policy and increases the effectiveness of growth and development policy taking into account the territorial perspective should also contain the category of territory as a separate factor of production and / or technological determinants. progress.It is proposed to include in the state regulation aimed at achieving the expected territorial utility and increasing the socio-economic level of development of the regions to strengthen the polycentric structure of settlements in the region; measures aimed at increasing the accessibility of regional and local development centers; growth and improvement of the quality of public services, in particular, peripheral areas.The territorial optimum is defined as maximization of synergetic use of territorial potentials of all functional zones of the region at the set level of territorial utility. It is substantiated that the model of territorial optimum characterizes territorial utility in the orthodox direction of economic sciences and provides functioning of territorial cohesion, giving it utilitarian character. The territorial minimum is achieved by maximizing the product of all functional areas of the region (which, in turn, requires the synergistic use of their potentials, including territorial assets) at the expected level of territorial utility.
