The dissertation is devoted to the study of the administrative and legal status of a civil servant of the system of public administration in the sphere of education and science of Ukraine, determination of directions of its improvement, taking into account the mechanism of realization the administrative and legal status of the civil servant and the model of the civil service in the system of public administration in the conditions of reforming the system of public administration and decentralization of power. The paper found that the decentralization of power in favor of local self-government bodies and other authorized subjects cannot have an absolute character. It is necessary to distinguish clearly the powers between state authorities and local self-government bodies. It is clear that as a result of the reform of the system of public administration and administrative reforms, there should be a transparent system of public administration.
