In the dissertation work the theoretical and methodical bases and practical recommendations on increase of efficiency of management of the enterprise at the expense of management of development of the personnel at introduction of its functional preparation are considered. Theoretical principles of using the tools of functional training of management personnel in the management of the organization are substantiated. The methodical bases of the organization and an estimation of efficiency of use of functional preparation in management of the personnel of the enterprise (organization) are defined. The tendencies of development and use of systems and tools of functional training of managerial personnel by subjects of economic relations are revealed. The peculiarities of the formation of systems of functional training of managers and the development of appropriate proposals in the market of educational services are outlined. The organizational principles of integration of functional training tools into personnel management of enterprises (organizations) are determined. The architecture of the mechanism of functional training of management personnel in the management system of the enterprise (organization) is substantiated. The priority directions of development of functional training of managerial staff are determined. Progressive and innovative organizational solutions in the field of implementation of functional training of managerial staff and development of their professional competence are determined. The conceptual bases of construction and functioning of the mechanism of functional training of the administrative personnel integrated in system of management of the enterprise (organization) are defined and substantiated. The methodical approach to revealing organizational bases of integration of tools of functional preparation in personnel management of the enterprises (organizations) is improved. Trends in the development and use of systems and tools for functional training of management personnel based on the assessment of rationality of costs for maintenance and development of personnel of the enterprise (organization), creating conditions for training, retraining and retraining, expectations of management staff from career trajectory. The methodical approach concerning an estimation of processes of efficiency of personnel management at the industrial enterprise is offered, including: formation of system of indicators of an estimation of efficiency of personnel management at the enterprise and their substantiation on the corresponding processes; determination of integrated indicators of the level of personnel management efficiency (according to personnel management processes: HR-strategy; selection, hiring and hiring; adaptation; evaluation; movement; development; remuneration); formation of clusters of enterprises on the basis of integrated indicators of the level of efficiency of personnel management; identification of patterns and trends, development of measures aimed at improving the efficiency of personnel management in enterprises. It is established that the mechanism of organizational and economic support of personnel management efficiency should include management and control subsystems, the first of which is represented by personnel, line and functional managers in coordination with senior management and trade unions, and the second - represented by personnel management processes. which are substantiated and described in detail in the previous sections of the work, ensuring a continuous process of attracting staff to the company of the appropriate level of qualification and in the right quantity for the proper course of the production process to achieve the company's goals, create appropriate conditions for workers. development and rewards. The use of technology of effective personnel management is offered, which will allow: to satisfy current and future needs of the enterprise in personnel; to improve the existing organizational culture; to increase the competitiveness of the enterprise; adequately respond to environmental challenges; anticipate implementation challenges, including resistance to change; create a climate of trust and job satisfaction. The practical significance of the results is that the use of developed theoretical and methodological provisions to ensure the effectiveness of personnel management will allow to take a comprehensive approach to improve it, optimize the use of intellectual, social and human capital and thus improve organizational and economic efficiency of personnel management.
