Essay

The dissertation for the first time reveals the specifics of the development of bilingual school education in England and Wales and outlines the possibilities of creative use of constructive English experience of bilingual education in modern Ukrainian education. The relevance of the research problem is due to the priorities of multilingual education in Europe and Ukrainian society, which generates the need for a new era of professionals, citizens endowed with a nationally conscious and multiculturally tolerant worldview, the axiological orientation of professional activity, able to implement language cultural values, traditions on a community level, the intercultural dialogue of states. Socio-political changes in Ukrainian society require the solution of one of the most important problems of interethnic harmony, mutual understanding between peoples in our polyethnic country - the development of multilingual education. The issue of bilingualism is gaining importance in the modern socio-political life of the country. English is becoming a means of communication in modern society. Considerable attention is paid to the use of a foreign language as a means of communication with the outside world, but at the same time attention is paid to preserving traditions and communicating in the native language. The information type of modern multilingual society, globalization trends of its development determine the need to reform the language training of modern personality, its formation as a nationally conscious, multiculturally tolerant, highly educated, communicative. The secondary schools of England and Wales have considerable experience for the constructive organization of multilingual education in Ukraine. Determining constructive achievements, highlighting valuable ideas of English bilingual education allows for prognostic analysis of their use in Ukrainian educational practice. Legislative and regulatory regulation of the development of bilingual education in Ukraine is based on the provisions of the Laws of Ukraine on "Education", "Higher Education", "Complete General Education", the Concept of Teacher Education in Ukraine, the Concept of National and Patriotic Education of Children and Youth, doctrines of education development, "Strategies of innovative development of Ukraine for 2010 - 2020 in the context of globalization challenges", etc. In the European space, the development of bilingual education is regulated by such documents as: European Charter for Regional or Minority Languages, UNESCO Declaration on Cultural Diversity, "Bilingual Education: Key Strategic Objectives", "European Recommendations on Language Education: Study, Teaching, Assessment", "European language "Bringing language exams in line with the Common European Framework of Reference for Languages" and others. Taking into account the identified priorities, the relevance of the research problem, the topic of the dissertation "The Development of bilingual school education in England and Wales" was chosen.
