Perepelytsia N. Bureaucracy in Modern Democratic System in the Concept of Francis Fukuyama.

Bureaucracy is one of the most controversial social and political phenomena that needs more thorough analysis. It has taken the key position within the system of scientific researches in political science. It can be proven by developed theories and approaches to the nature of bureaucracy and a wide range of related issues. Renowned American political theorist and philosopher Francis Fukuyama also brings that bureaucracy up in his works. His concepts join the range of philosophical, political, sociological and legal researches regarding modern world conditions and democracy. The relevance of the dissertation is determined by the necessity of finding the effective bureaucracy model that will promote the democratization of all the spheres of social life in «young» states such as Ukraine. «Trust» is a vital category indicative of the quality of communication between the institutions of public authority and the society, as well as the feasibility of management system.
