The thesis research is devoted to substantiating scientific and theoretical approaches and developing practical recommendations for improving the financial security of territorial communities' sustainable development in the context of power decentralization in Ukraine. The thesis research object is the system of relations in the field of financial support for territorial communities' sustainable development as a consequence of the power decentralization in Ukraine. The subject of the research thesis determines the processes of reforming the state administration of the financial provision of territorial communities sustainable development in conditions of power decentralization at the present stage in Ukraine. The introduction reveals the essence and status of the scientific problem under study and substantiates the choice and relevance of the investigated topic, defines the object, subject, purpose, research methods, reveals the scientific novelty of the results, their theoretical and practical significance, and author's contribution on the implementation and approbation of research results at scientific conferences and publications on the topic of thesis research. One of the essential components of decentralization reform in Ukraine is financial support for the affluent territorial communities' development. The main problem of financial support of territorial communities at the current stage of decentralization reform in Ukraine is the flawed organization of related processes in the existing financial support system of sustainable development in the country, which does not meet the socio-economic needs of territorial communities. To achieve the goal and objectives of the thesis research, a set of scientific and theoretical research methods are used: generalization method - to systematize the theoretical and methodological foundations in the field of financial support of territorial development in Ukraine in a decentralized environment; dialectical and abstract-logical analysis - for the implementation of theoretical and methodological generalizations and formulation of conclusions arising from the results of the study; visual display of factual data - to identify problems of public administration in the field of community financial support; logical modelling - to substantiate the imperatives of the local government reform strategy; comparative legal method - for studying the features of the legislative settlement of inconsistencies in the system of public administration financial support, streamlining of legislative documents. The information base of the study includes the Constitution of Ukraine, Laws of Ukraine, regulations of the Cabinet of Ministers of Ukraine, official data of the State Statistics Service of Ukraine, materials and analytical bulletins of the Association of Ukrainian Cities, monographic studies of domestic and foreign experts, Internet resources. The first chapter "Basic theoretical and methodological provisions on the financial support organization for the sustainable development of territorial communities" defines the essence and elements of the financial support system for sustainable development of territorial communities in the context of decentralization. The normative-legal bases of financial provision of sustainable development of territorial communities in the conditions of decentralization in Ukraine have been analyzed; the conceptual components of financial support of sustainable development of territorial communities have been generalized. In order to comprehensively understand the interaction processes in thesystem of financial support for sustainable development of territorial communities, the conceptual and categorical apparatus in the field of public administration has been expanded to define the term "financial capacity of territorial communities" as the ability of territorial communities to attract, accumulate and effectively use financial resources. The concept of "financial support for sustainable development of local communities in decentralization" is proposed to be understood as a system of attracting, accumulating, distributing, and using public and private funds invested from external and internal sources to meet the needs of residents, combining all sources of financial resources and activities in the financial sector. The research established that the financial support of sustainable development of territorial communities is a multifaceted system that aims to ensure the gradual socio-economic development of the territories, self-sufficiency, and legitimate socio-economic interests and needs of residents and businesses, which takes into account the factor of the order of the elements and the relationships between them.
