The dissertation is devoted to deepening and improvement of theoretical positions, development of practical and methodical recommendations concerning staffing of effective functioning of local governments. In order to clarify the theoretical provisions of the analysis of the peculiarities of personnel management in local governments and determined the essence of personnel management in local governments, which is to establish relations between the subject and the object of management, aimed at ensuring optimal quantitative and qualitative staff. , organization of professional and social development of staff, achieving a rational degree of mobility and effective use of its capabilities in the process of public organizations. It is substantiated that the basis of these relations are the principles, methods and forms of influencing the interest, behavior and activities of staff in order to maximize their use. In order to theoretically generalize the studied conceptual and categorical apparatus, the concept of "staffing" and "effective functioning of local governments" with using morphological decomposition, the content of related categories is specified: "personnel management", "personnel potential", "personnel policy". This allowed to more accurately define the essence of the concept of "staffing the effective functioning of local governments" as part of personnel policy, which aims to meet staffing needs through the implementation of appropriate personnel management processes (analysis of personnel processes and their planning; selection and selection of personnel; adaptation personnel, evaluation and control of staff actions, motivation and incentives personnel, staff development, raising its professional qualification level; labor relations, quality of life, working conditions; dismissal of staff) in order to improve the quality of services and promote the best results of local governments. By conducting an analytical scientific generalization, modern strategies for the existence and improvement of the staffing system in the realities of our time are formulated. A structural model of the mechanism of staffing to ensure the effective functioning of local governments, a feature of which is the inclusion of the processes of formation and implementation. As a target orientation of the mechanism of staffing of local governments, their effective functioning is defined by achieving a certain goal to increase the level of spheres of life of the territorial community. In order to obtain a thorough vision of the peculiarities of personnel management in local governments, foreign experience in personnel policy was studied, which confirmed the importance of using new personnel technologies to form a professional and competent local government officials able to effectively use modern management tools aimed at qualitatively new the level of administrative services provided to the population in the system of local self-government.
