The defining component of public management of coastal territories
development in the country is the state management of regional development of
Ukraine. To eliminate the national disparities of socio-economic development of
regions, the study has outlined coastal areas’ problems, which are defined as
depressive and those that impede the development vector of the blue economy as an
all-European trend.
The conceptual and categorical apparatus of the science of public
administration was further elaborated to clarify the meaning of the term «socio-
ecological-economic system» as a form of relationship organization in a particular
area and time between natural, economic and social subsystems. It provides self-
regulation of those systems and ensures self-renewal elements, sets the limits to the
proposed model of public management’s adaptive capabilities, and the interaction of
government-business-educational institutions and the community of coastal areas.
Implementing foreign experience of public management of coastal territories
development, which presupposes nurturing the community’s social complexity
characterized by value cognitive adaptation, has been further developed. As
aggregations of industries, educational spaces, protected areas, and cross-border
cooperation, coastal areas have to cultivate the community's social complexity. It
promotes the manifestation of various reactions to environmental changes, adaptation
to various aspects. Cognitive complexity makes it possible to consider different
options as scenarios, leveling the community’s specifics of the coastal areas
community to the national level, can lead to social fluctuations and imbalances in the
development of the socio-ecological-economic system already in conditions of
decentralization.
This thesis’s substantiation is to assess the socio-ecological-economic aspect of
the social transformation effectiveness of coastal areas on the example of Mariupol
amalgamated territorial community. This allowed improving the approaches to
building a scenario of innovative development of coastal areas, in the long term with
the use of sociological surveys and assessment of the effectiveness of public changes
by vector method. The resulting vectors of public management of coastal areas’
development are used in Mariupol: Development Strategy – 2020.
It has been proved that changing the vector of public management of coastal
areas development towards the collaboration of government-community-business will
reduce the environmental burden and allow to manage social fluctuations in society.
According to the analysis, it has been shown that in the long run the strategies
of cities located in the coastal areas ought to include an implementation plan to ensure
human capital security and measures to promote community education. After all, the
development of science and technology will inevitably bring an innovative
component and allow the development of high-tech industries, positively impacting
the environment aspect and creating a generation of Ukrainians who can lead the
country to top-ranking positions in Central and Eastern Europe.
Given the needs of coastal territories, the existing innovational and
infrastructural function of the model of public management of innovative
development of coastal areas has been improved. It is the innovation and
infrastructure function that should perform the tasks of institutionalization innovation
activity in the coastal areas, and the result of its implementation is the creation of an
appropriate innovation infrastructure. Therefore, the coordination and communication
center proposed in the public management model of innovative development of
coastal areas will ensure communication effectiveness with all interested stakeholders
and local governments and establish a relationship with ministries and agencies that
perform a regulatory function.
Providing that the global community recognizes the need to intensify efforts to
harmonize international relations and implement global experience in ensuring public
management of the development of coastal areas, the center will assess the
effectiveness of innovative development of the area by summarizing evaluations all
criteria that are used in the analysis of the relevant phenomena and processes. The
proposed approach to the functioning model differs from the current approaches based
on the coastal area competitiveness assessment in terms of its economic utility as it
stipulates assessing the public administration impact on socio-economic-ecological
aspects.
