Essay

The dissertation is devoted to the further development of theoretical and methodological support and the development of practical recommendations for improving the organizational support of the formation and implementation of the strategy of development of the administrative territory. Based on the results of a retrospective analysis of the regulatory and legal support for improving the administrative-territorial structure of Ukraine, its main provisions are considered. The root causes of the shortcomings of the draft Law "On Administrative and Territorial System" were identified and a general assessment of the state of regulatory and legal support in the context of strategic management of territorial development was conducted. The paper considers the European structure of the nomenclature of territorial units NUTS and developed an appropriate classification of administrative territories of Ukraine, which allows to assess the feasibility and feasibility of implementing the experience of strategic development of EU countries. In order to clarify the theoretical provisions of the work developed an approach to the formation of substantive interpretation of the strategic development of the administrative territory, which takes into account the essence of related basic definitions whose truth is already established. The formed definition of strategic management of the territory development allows to build a model of the system of strategic development of the administrative territory. The organizational approach to making changes in the administrative-territorial structure of the country has been improved, which, in contrast to the existing one, is based on a theoretical generalization of world experience and allows to obtain a qualitative assessment of regulatory and legal support of this process. Recommendations have been developed to eliminate the identified institutional problems that will increase the efficiency of the public administration system. The expediency of using the average growth rate according to the basic method, the calculation of which allows to estimate the number of years required to achieve the target, is substantiated. The obtained data emphasize the need to improve methodological approaches to the formation of strategic indicators of implementation, which will increase the effectiveness of strategic management at the national level. The analysis of strategic goals of development of administrative territories of NUTS 1 and NUTS 2 level is carried out in the work. By conducting a comparative analysis of the State strategies of regional development by strategic goals, the main trends of prioritization of regional development are identified. The content and structure of the formed strategic goals of development in the regions of Ukraine are investigated. The obtained results were used to substantiate the tools for agreeing on strategic priorities for the development of administrative territories. With the help of cluster analysis tools, the expediency of grouping regions according to the similarity of strategic development guidelines on the example of the analysis of the operational goal "Provision of quality housing and communal services" was substantiated. The Europe 2020 strategy for smart, sustainable and inclusive development and the response of the European Union initiative based on the construction of a mind map were studied, which revealed key differences in approaches to the organization of strategic management of NUTS 1 - NUTS 5 level in the EU. Due to the positive impact of the interdisciplinary approach on the development of strategic management in Ukraine, the use of the MoSCow method was proposed for prioritization. The method of calculating the optimal number of basic principles that can be followed in the course of strategic development management is substantiated. As a result of prioritization, the methodological approach to the formation of the principles of strategic management of territorial development has been improved, which takes into account general, special and regulatory principles and ensures the legality, safety and viability of strategic management of territorial development. Taking into account the results of the analysis of methods and principles of strategic management organization, the consistency of strategic development goals in regional development strategies with the State Strategy of Regional Development for the period up to 2020 was assessed. The expediency of using the method of expert assessments is proved and the tools of coordination of strategic priorities of development of administrative territories are substantiated. The practical value of the developments is confirmed by their consideration and approval by specialists of the Department of Scientific, Technical and Economic Progress of the North-Eastern Research Center of NAS and MES of Ukraine (reference № 01-06 / 65 dated 09.09.2020).
