Essay

The PhD thesis is devoted to the study of the US policy on the emigration of Jews from the Soviet Union in 1967–1989. In particular, the general principles and factors of the formation of the US policy on the Jews emigration in a certain period are determined. The facts of human rights violations in the Soviet Union, which actually support the Jewish component of the population before submitting documents for departure, are traced. Well-founded forms and methods of struggle of “refusals” for their rights. The reaction of the Soviet authorities to the movement of Jews for departure is analyzed, the main restrictive measures caused by preventive emigration are described in detail (“Education Tax”, “exit quotas” as well). Features of such phenomenon as “noshrim” are characterized. The transformation of the US policy on the Jewish question in the context of the Cold War is considered. The evolution of US immigration law is traced. A significant part of attention is devoted to the Jewish lobbying as an integral part of political life in this country. Jewish representatives played a general role in Congress, and some members worked in private initiative philanthropy. Leaders of the most famous Jewish organizations have similarly progressed to influence American politicians.
