Essay

The dissertation is devoted to the solution of the scientific problem consisting in development of theoretical, methodical and practical bases of safety-oriented management of industrial enterprises in the conditions of globalization challenges. In the first section «Theoretical and methodical bases of formation of safety-oriented management of industrial enterprises», on the basis of thorough research of essence of concepts «danger», «safety», «economic safety», «system of economic safety of enterprise», and also, on the basis of their key elements, the importance of paying attention to the formation and implementation of safety-oriented management of industrial enterprises in the context of globalization challenges is proved. Based on a detailed analysis of theoretical developments of domestic and foreign scientists, the author's interpretation of the concept of «safety-oriented enterprise management» is proposed, which should be understood as a process aimed at achieving the desired state of safety and effective (profitable) operation of enterprise under negative influences of external and internal environments, which is ensured by management decisions by management entities of different levels. It is determined that the efficiency of implementation of safety-oriented management will depend on the set of conditions for such management. They are divided into two major groups: those that depend on actions and decisions of management and require management response and conditions that can not be directly affected at the enterprise level, which requires the application of adaptation measures. It is proved that conditions and parameters of management system can differ significantly for different enterprises, and a plane of formation of safety-oriented management includes such criteria as safety, profitability and flexibility. The author's vision of the process of implementation of safety-oriented management at the enterprise is presented and the stages of implementation of the process of safety-oriented management are specified, namely: the first stage – establishment of norms, standards, planned tasks on the level of allowable risk and enterprise profitability; the second stage – comparison of real indicators of functioning with the set specifications and definition of admissible deviations degree; the third stage – making sound management decisions taking into account acceptable risks and threats and profitability of enterprise; the fourth stage – measuring results, evaluating activities of structural units, individual employees and company as a whole.
