Essay

The dissertation is devoted to the theoretical and experimental solution of the scientific problem on the development of border guard officers legal competence while Master course. The purpose of the study is to clarify, theoretically substantiate and experimentally test the effectiveness of pedagogical conditions for the development of border guard officers legal competence while Master course. In the first section ‒ «Theoretical bases of State Border Guard Service of Ukraine officers legal competence development» ‒ the analysis of the theory and practice of legal competence development is carried out, content and structure peculiarities of border guard officers legal competence are revealed. Taking into account the data of scientific and pedagogical literature and features of border guard officers professional activity as chiefs of State Border Protection Body allows to interpret legal competence as integrative professionally important characteristic, covering personal features necessary for qualitative performance of professional activity tasks according to legal norms, knowledge of legal principles, regulations and legislation relating to the protection of the state border, administrative and legal aspects of professional activities, as well as professional and legal skills required to perform border protection tasks in accordance with the legislative acts and the requirements of departmental regulations. The structural elements of the officers legal competence (chiefs of state border guard protection bodies) ‒ are personal, theoretical and practical components. The content of the border guard officers legal competence is determined by the goals, missions and law enforcement nature of their professional activities. The second section ‒ «Scientific and methodological grounds of border guard officers legal competence development» ‒ describes the criteria for the legal competence development, presents the results of diagnosis of its condition and substantiates the pedagogical circumstances of development while Master course training of officers. Taking into account the structure of officers legal competence and data of scientific and pedagogical literature, it is determined that to detect the development of this professionally important peculiarity, it is advisable to use criteria that characterize its structural components: motivational, cognitive and activity. The use of these criteria allows us to distinguish three levels of legal competence (initial, intermediate and optimal). According to the results of the constatational stage of the experiment, it was determined that the educational process of the higher educational institution has significant reserves for the border guard officers legal competence development. The results of the scientific and pedagogical literature analysis and taking into account the specifics of professional activities of border guard officers as chiefs of State Border Protection Body concluded that the main pedagogical conditions for development of border guard officers legal competence while Master course are: coverage in the content of training the actual problems of State Border Protection Body activity legal support the latest threats and challenges to border security; modeling of practical situations of professional activity on the basis of problems for practicing by officers the ability to make legally justified management decisions on the organization of state border protection; use of online services, digital databases and online tools for officers to master the skills of obtaining up-to-date legal information; pedagogical support of the development of motivation for self-education of officers in order to acquire their ability to research the legal aspects of professional activity. Systematically organize the work on the development of border guard officers legal competence while Master course allows structural and functional model, which is a schematic reproduction of this professionally important personality trait development.
