Essay

The dissertation is devoted to substantiation and improvement of theoretical bases and development of practical recommendations on state regulation of development of organic agricultural production in Ukraine. Theoretical bases of state regulation of development of organic agricultural production are generalized. The main approaches to the definition of organic production are proposed and organic production is singled out among other similar concepts. Due to the analysis of the legislative base of Ukraine, organic legislation is systematized, which serves as a legal basis for the implementation of state regulation in the field of organic production. the principles of state regulation in the field of organic production are analyzed and based on the results of this analysis their necessity is substantiated. the conceptual model of the organizational and economic mechanism of state regulation of organic agricultural production as a set of appropriate support, namely - a set of legal, regulatory, economic, administrative and institutional support and prerequisites that form the organizational and economic mechanism. The development of organic production and the state of the market of organic products of Ukraine are analyzed and evaluated. Based on the study, it was found that in Ukraine there is a positive dynamics of key development indicators. Taking into account the territorial and spatial features of Ukraine, the division of Ukraine into clusters of organic agricultural production is proposed in order to further analyze the ecological and economic efficiency of state support for organic production. The main motives, principles of cluster formation, as well as the economic effects achieved by such associations are established. A study of state regulation of organic production in Ukraine's largest trading partners - the EU, USA and Canada; The study found that it is quite possible to achieve such development without attracting large investments in this area, coordinating the activities of the three main components: economic policy, an effective regulatory framework and a clear environmental development strategy. The dissertation formulates a scientific view on the need for a systematic approach to the formation of a strategy for optimizing state regulation of the development of organic agriculture in Ukraine. The actual resources of organic production in Ukraine for the formation of a strategy for optimizing the state regulation of the development of organic agriculture are identified. Accordingly, the recommended set of actions within the strategy of optimization of state regulation of the development of organic agricultural production is formulated. The strategy of management of development of organic production is defined, its structural and logical model is outlined.
