The aim of the study is to establish the specifics of political and legal legitimacy of local democracy as a factor of political transformation.
Task
- to reveal the features of theoretical and methodological substantiation of democratization in local communities of transitive societies;
- to determine the content of the concept of political and legal legitimation of local democracy at the local level;
- to find out the features of the institutional structure of political and legal relations within local political systems;
- to establish the importance of the local system of representation of political interests for the processes of democratization at the local level;
- to characterize the models of overcoming obstacles to the political and legal legitimacy of local democracy in the countries of Central and Eastern Europe in the context of the effectiveness of democratic transformations;
- to find out the priorities of local democracy formation in Ukraine in the conditions of decentralization processes.
Object of research: political modernization of transformational countries as a process of implementation of new democratic practices and institutions.
Subject of research: specific features of political and legal legitimacy of local democracy in the conditions of political transformations.
Scientific novelty of the obtained results. The dissertation is a complex theoretical study of the political and legal legitimacy of local democracy in the context of democratic transformations. Within the framework of this research, scientific results are obtained, which are characterized by novelty and reveal the basic concept of the dissertation.
For the first time
- the concept of political and legal legitimacy of local democracies is proposed, which consists in eliminating contradictions within the political and normative substantiation of democratization of local self-governing communities, which causes discrepancy between the basic guidelines of democratic political transformations at the local level and the real state of political and legal regulation. and self-governing institutions;
- the structural scheme of differentiation of conflicting issues of the agenda of local democracies is determined, which consists of issues of strategic development, issues of national agenda, issues of local initiative, local institution building, issues of increasing the dynamics of decision-making;
- Indicators for overcoming obstacles to political and legal legitimacy in local democracies have been identified, including increasing the level of consensus in local authorities, increasing the dynamics of decisions, the emergence of growth coalitions, development and implementation of consolidated community strategies in the context of European integration.

- criteria for demarcation of the political environment of local democracy and other levels of functioning of the democratic political system: criteria of self-sufficiency of the local political agenda, distribution between institutional competencies of political management, dominance of public political initiatives over state ones, level of institutional capacity of self-governing institutions;
- rules for resolving the political and legal legitimacy of local democracies in the context of game theory, which are to achieve a state of "zero-sum game" in a situation where resolving the conflict of political and legal legitimacy threatens to dysfunction of the local democracy system;

- development of conditions for the institutional sufficiency of local democracy in Ukraine, which include: the capacity of self-governing institutions of local councils, constituent commissions, executive committees, etc .; availability of local political competition, independent public environment, well-established and protected electoral procedure at the local level;
- study of the specifics of local political regimes in modern Ukraine, which consists in the interaction of local government and local community in decision-making, change the quality of local political leadership, the development of local interdisciplinary political-expert community.
