Essay

The purpose of the study is to establish the specifics of political consolidation of the territorial community as a factor in the formation of civil society in modern Ukraine. Achieving this goal involves solving the following tasks: - to find out the theoretical and methodological principles of political science research of political consolidation in the main disciplinary perspectives of modern political sciences; - to reveal the institutional structure of the processes of consolidation of local communities in modern Ukraine; - identify the stages of consolidation as a political process at the level of territorial communities of modern Ukraine; - to establish the importance of the local political space as an environment for the formation of civil society; - identify the results of political consolidation of territorial communities for the formation of practices of public cooperation; - to reveal the optimal approaches for studying the factors of evolution of the political community at the local level in modern Ukraine. The object of research is the political factors of civil society formation. The subject of the study is the political consolidation of territorial communities as a prerequisite for the formation of civil society in modern Ukraine. Scientific novelty of the work For the first time - the concept of political consolidation of territorial communities is defined, which consists in uniting the authorized representatives of territorial communities (deputies of all levels), public activists, politically active citizens around the local agenda and tasks of territorial community development provided articulation of divergent political interests and nomination and coordination political requirements; - clarified the specifics of the territorial political space in Ukraine, which is the concentration of local political demands and projects in the contextual environment of power and political decisions of the local level, as well as the implementation of political interests and political competition without involving other levels of political governance; - identified the specifics of the political community of the territorial community, which is a simplified forum for structuring and organizing direct access to social groups, rapid mobilization of supporters, active use of digital technologies of political communication, active participation in developing the agenda of the territorial community; Got further development - scheme of political-institutional configuration of the territorial community, which consists in the inclusion in the number of subjects of consolidation in addition to political parties and public organizations of informal public associations, public networks, neighborhood associations and other forms of primary organization of citizens acting as subjects political initiative and development of the agenda of political development of the territorial community; - defining the stages of consolidation of united territorial communities in Ukraine, which consists in articulating political consolidation, emphasizing the need to converge the positions of the main actors of consolidation, eliminating differences, establishing cooperation, implementation of mutual support and business cooperation; specified - the range of political interests within the territorial community of modern Ukraine, which includes ensuring the representation of the population, achieving a high level of political initiative, ensuring the transparency of territorial communities, establishing feedback between the representative institutions of the community; - list of agents of change in the formation of civil society at the territorial level of Ukraine, which includes public activists, media workers, academic and practical experts in local politics, innovative entrepreneurs, leading figures of culture and arts, human rights activists and jurists who form the network public cooperation practices, which include: coworking, crowdfunding, political fundraising, political cooperation and political communication networks.
